California’s New Daylighting Law: What Drivers Need to Know

As of January 1, 2025, a new law will take effect in California aimed at improving road safety and reducing accidents. Known as Assembly Bill 413 (AB 413), or the “Daylighting Law,” this legislation will change how drivers park near intersections and how they approach crosswalks and driveways. Here’s what you need to know to stay compliant and contribute to safer streets in the North Bay and beyond.

What Is the Daylighting Law?

The Daylighting Law is designed to eliminate blind spots at intersections by prohibiting parking within 20 feet of corners, even if the curb isn’t painted red. By keeping these areas clear, the law aims to enhance visibility for drivers, pedestrians, and cyclists. Additionally, AB 413 establishes a “daylight” zone—typically 15 feet—around intersections, crosswalks, and driveways where drivers cannot stop or park their vehicles, even when waiting at red lights.

Why Is This Law Important?

Blind spots near intersections are a significant factor in many accidents involving pedestrians and other vehicles. By maintaining clear sightlines, the Daylighting Law seeks to:

  • Improve pedestrian safety: Reducing blocked crosswalks ensures pedestrians are more visible to drivers.

  • Enhance traffic flow: Keeping corners clear minimizes disruptions and confusion for drivers.

  • Prevent accidents: Better visibility can reduce the likelihood of collisions.

Enforcement Timeline

While AB 413 officially goes into effect on January 1, 2025, enforcement will roll out in phases:

  1. Initial Warning Period: The Santa Rosa Police Department, among others, will issue warning citations to drivers who violate the new rules. This grace period allows the public to familiarize themselves with the changes.

  2. Full Enforcement: After the warning phase, regular citations will be issued for non-compliance. Drivers are encouraged to adapt their habits promptly to avoid penalties.

How to Prepare

As a driver, here are some steps you can take to comply with the Daylighting Law:

  • Avoid parking within 20 feet of corners: Even if the curb isn’t marked, assume it’s off-limits.

  • Stay clear of crosswalks and driveways: When stopping at red lights, make sure your vehicle is not obstructing these areas.
